Retirement Locations

Looking at the best place to winter or retire in Europe. Main considerations (besides weather), are, in order, cost of living, transportation access, local culture (and expat friendly).

I am looking at the southern areas of Spain, Portugal, Italy and Greece, and the island of Malta because all are in southern Europe and provide the best year round weather.

Weather:
A search for the best year round weather in Europe found the Canary Islands (Spain) and Malaga, Spain. Being on the mainland, Malaga would be preferable to the Canaries for easy of travel on the Continent. Another site also suggests Malaga and the Canaries. International Living rated the Algarve in Portugal as the #1 site in the world!
Another article, 5 European Destinations With Great Weather Throughout The Year, praised Madeira, Portugal. Also, Sardinia, the Canary Islands, the Liguria region in northern Italy, and La Rochelle, France. Their criteria are "Never too hot and never too cold (about 22-23°C all year round)" and little rain.

Cost of Living:

The ranking of the cost of living in Europe in 2019 is found here (lowest to highest):
Portugal (50.39)
Spain (54.70)
Greece (56.66)
Malta (63.32)
Italy (69.25)
(For comparison, Switzerland, the highest, is 121.16; Kosovo, the lowest, is 26.18. Poland is 39.13, Germany is 67.62, and France is 74.85)

Surprisingly, Italy's cost of living is higher than the UK and Germany. Perhaps Rome and the other large northern cities are skewing the data. I believe the south is much cheaper.
 
If looking to buy property, from the Expat website: "According to the German web portal Statista, at €2,846/m2, property in Greece is 20% cheaper than in Malta, 25% cheaper than in Portugal and 35% cheaper than in Spain."

Transportation Access:
Obviously, any island location like Malta, the Canary Islands, Sardinia, Madeira and much of the best locations in Greece would add additional time and cost to continental travel. La Rochelle France and the Liguria region in Italy are more central.

Local Culture:
I think I would enjoy most of the areas that I am looking at for their culture (though the Canary Islands and Madeira would be limited). Malta is large enough to have considerable culture - see my Malta page. I don't know much about Sardinia.

As for Greece, International Living suggest the islands of Crete and Corfu as the best retirement locations. They provide air as well as ferry transportation and have a reasonable cost of living, good housing, healthcare and infrastructure.

Thailand

From a video SideTripLife on Thailand I saw information on rentals in Hua Hin.

Most expats in Hua Hin live in the "Moo" area west of the city. One property is Sunshine Hills (one of Sunshine International properties) and the proposed Sunshine Prestige development. There are many other housing units and apartment towers in the area.

BelVida Housing Estate have villas for for purchase and for rent (prices vary depending on the season).

Prosana is another company that have both retirement and nursing homes as individual residences. They have a video about their location (in German).

For apartment towers, Supalai Blue Whale, a new building, has units from 29.5 to 64.5 m2 (318 to 694 sq.ft.). Rents start at 9,500 baht = $420.

Retirement and Nursing Accommodations

MEDICAL

Nucharat Healthcare Service provide health services including Nucharat Health Lab, Hua Hin 112, Nong Kae, Hua Hin District, Prachuap Khiri Khan 77110 for blood testing, etc.

BeWell Medical Center and BeWell Dental Clinic are next to BelVida Housing Estate (above).

Health Lab Medical Technology Clinic has offices throughout Thailand including Hua Hin. They have a thorough blood testing suite called "M Health" (i.e., "M" for male) for 4,100 baht =$182:

Suitable for men over the ages of 40 or with a genetic predisposition to cancer

  • CBC – Complete blood count test used to assess the risk of anemia or genetic disorders
  • Urine Analysis – also known as urinalysis – Urine test used to detect and assess disorders, such as urinary tract infections, kidney disease, urinary or ureteric stone
  • Uric – Uric acid test used to measure the amount of uric acid in the blood to assess the risk of gout
  • FBS – Fasting blood sugar test used to measure the sugar level in the blood to assess the risk of diabetes

  • Refrain from eating or drinking any beverages for 8-12 hours

Work and Volunteering

Heard on the Adventure Freaks YouTube channel (episode December 14, 2025) about an online service to connect patrons with volunteers. The typical exchange is volunteer labour for room and (sometimes) board. The service is called WorkAway. By following this method, a former Canadian lives in Ecuador for about $200 a month. There is everything from volunteer teaching to construction to helping someone clean out their home. Here is an example of a volunteer teaching position in Madagascar.

Most Livable Cities around the World

The Economist magazine ranks cities of the world for "livability." The rating is on a scale of 100 determined by weighing of 5 factors: Stability (25%), Culture & Environment (25%), Healthcare (20%), Infrastructure (20%) and Education (10%).

Vienna tops the list in 2024 for the third year in a row. Interestingly, Vancouver topped their list from 2002 to 2010 and is now tied for 6th place with Sydney, Australia.
