Portugal has a good plan for expats moving there by giving them a break on taxes through a program call Non-habitual Resident (NHR). See also the MovingToPortugal site. Andrew Henderson of Nomad Capitalist has a good article on this.
To initially move to Portugal with the intention of moving there, you first get D7 visa. At that time you need to open a bank account in Portugal and have enough money to live on for two years which must equal the average income of a Portuguese citizen. As of 2024 that income is €1,000 per month or €24,000 for two years.
